Mr. Wayne was born in 1948 in Pittsfield, Massachusetts. He attended the University of Massachusetts (B.A. 1970) and Suffolk University (J.D. 1973). He was admitted to the bar of the Commonwealth of Massachusetts in 1973, to the United States Court of Appeals for the Third Circuit in 1975, and to the Supreme Court of Pennsylvania and the United States District Court for the Middle District of Pennsylvania in 1976.

Mr. Wayne is a member of the Lycoming Law Association, and the Pennsylvania Bar Association.
