Ms. Waltz was born in 1957 in Jersey Shore, Pennsylvania. She attended Lycoming College (B.A. 1979) and Temple University (J.D. 1982), Phi Alpha Theta. She was admitted to the bar of the Supreme Court of Pennsylvania in 1982. She served Lycoming County as the Law Clerk to the Honorable Robert J. Wollet, Court of Common Pleas, from 1982-1985, and as Assistant District Attorney from 1985-1987. She served on the Executive Committee as the Lycoming Law Association, and served as Treasurer in 1992.

Ms. Waltz is a member of the Lycoming Law Association and the Pennsylvania Bar Association.
