Mr. Dinges was born in 1968 in Williamsport, Pennsylvania. He attended Williamsport High School, James Madison University (B.S.1990) and Ohio Northern University (J.D. 1993). Mr. Dinges was admitted to the bar of the Supreme Court of Pennsylvania in 1993. He served as law clerk to the Honorable Timothy S. Sear of Mifflin County during 1994. He was associated with the with the law firm of Marshall, Dennehey, Warner, Coleman & Goggin from 1994 to 1996. Mr. Dinges served Lycoming County as Assistant District Attorney from 1996-2002, and as District Attorney from 2002 to December 2007.

Mr. Dinges is a member of the Lycoming Law Association and the Pennsylvania Bar Association.
