Ms. Dinges was born in 1970 in Cleveland, Ohio. She attended John Carroll University (B.S. B.A 1992) and Ohio Northern University (J.D. 1995). She was admitted to bar of the Supreme Court of Pennsylvania in 1995, and to the United State District Court for the Middle District of Pennsylvania in 2000. She served Lycoming County as the Law Clerk to the Honorable Nancy Butts from January 1996 through September 1997.

Ms. Dinges is a member of the Lycoming Law Association and the Pennsylvania Bar Association.

Ms. Dinges concentrates her practice
in the areas of:
